Old Fourth Ward Freedom Barkway Corporation

Vision Statement:

The Old Fourth Ward Freedom Barkway Corporation (OFWFBC), with consultation and approval from the City of Atlanta Department of Parks, Recreation and Cultural Affairs, The Freedom Park Conservancy and the Atlanta Urban Design Commission along with all four neighborhood associations (SAND, FWWest, FWNeighbors and FWAlliance) representing the Old Fourth Ward has designed, built and is maintaining and improving an off-leash dog park in the Historic Old Fourth Ward. The use of the park is open to everyone with a dog and well within walking distance of the high density housing of the Old Fourth Ward and as well as connecting to paths of the Freedom Parkway Trail |PATH Foundation Trails |Atlanta Beltline.

The OFWFBC intention is to maintain, improve and sustain a large green space while protecting existing trees with environmentally friendly material. Appropriate set backs for the dog park fencing safely divide the park from the bordering streets of Freedom Parkway and Boulevard. We are currently working with Trees Atlanta to improve the natural 25′ buffer/setback zone to further keep dogs and people insulated from road traffic. The park is divided into an area for large dogs and small dogs with seating for the pet owners inside each area of the park (we are presently working on upgrading and increasing the seating in Phase 3).

The OFWFBC was originally organized by Fourth Ward Neighbors neighborhood association President Matthew Garbett when GDOT (owner of the land), the City of Atlanta (99 year leaser of the land) and the Urban Design Commission approved what is now Freedom Barkway. Happily this land was located exactly at the intersection of all four neighborhood associations, in the HEART of O4W! The OFWFBC is formed as a 501(c)3 non-profit charitable corporation with a board now consisting of a group of individuals and businesses from all four neighborhood associations that make up the Historic Old Fourth Ward in Atlanta, Georgia.

Rationale:

We noted that the dog-human relationship can promote healthier community relationships by getting people walking around and activating the streets. As representatives and neighbors in the Old Fourth Ward, we saw there was NO destination place where dog owners could walk their dogs to get proper exercise and play freely with other dogs while not being on a leash. At some distance, yet closest to the Old Fourth Ward is Piedmont Park’s Off-Leash Dog Park. This dog park is too distant to walk for many in the Old Fourth Ward and is already fed from a very dense community from its immediate surroundings.

Therefore, the OFWFBC created an off-leash dog park on an under-utilized 2 acre green space in the Old Fourth Ward that is now part of the Atlanta Public Parks network utilizing guidelines set forth here: City of Atlanta: Creating Off Leash Dog Parks. This dog park area is managed by the City of Atlanta Department of Parks, Recreation and Cultural Affairs, but as an off-leash dog park instead of an open green space. The Old Fourth Ward Freedom Barkway Corporation Board of Directors with neighborhood volunteer support work in conjunction with the COA to ensure that use, maintenance and safety is monitored and remains consistent with the vision of the OFWFBC and the current rules and regulations for park use from the City of Atlanta.
